Prior to the commencement of the Meeting the Chairman shall ensure that all persons present shall have received a copy of the Minutes of the 2005 Annual Parish Assembly, and the Higham Parish Council Annual Newsletter and Reports Booklet for 2006. This booklet contains the Annual Report of the Parish Council, and those of Village Bodies and Voluntary Organisations, which are normally presented at this Meeting.

1. Chairman's welcome and introduction to the Meeting.
2. Apologies for absence.
3. To welcome PC Steve Ridley, of the North Kent Traffic Management Division of the Kent Police, and Walter Halkerston, of UNIPAR, who will explain and demonstrate the Speedwatch System.
4. To confirm and sign the Minutes of the Annual Parish Assembly held on Thursday, 21 st April 2005.
5. Matters arising from the Minutes.
6. To receive the Annual Report of the Parish Council:-
   1. Allotments (P.14)
   2. Planning (P. 10)
   3. Recreation Ground (P. 32)
7. To receive the simplified draft statement of the Parish Council's Accounts for the Year Ended 31 st March 2006 (P.7)
8. To receive the observations of the County Councillor who represents Higham's interest, Cllr. Mike Snelling
9. To receive the observations of the District Councillors who represent Higham's interest, Cllr. Mrs P.Oakeshott and Cllr. C.L.Jupp.
10. To receive the Annual Report of the Governing Body of Higham Primary School (P.19).
11. To receive the report of the Kent Association of Parish Councils (P.8)
12. To receive reports from Village Bodies and Voluntary Organisations (to be found throughout the booklet).
13. To consider any other matters raised by Parishioners.
14. Any Other Business.
15. During the interval it will be possible to view the display of sketch proposals for the second affordable housing development on the land adjacent to School Lane. These have been drawn up by Hyde Housing Association for a small development of rented and shared ownership accommodation for local people.
